PSY action on YouTube has been watched no less than 1.7 billion times.
YouTube video-sharing site announced it will hold a music award for the first time next month.
YouTube said in an official blog, YouTube fan made music as world music destination, while helping artists not previously known to be talked about or help established artists rise to the top position on the charts.
"To celebrate the music, we held the awards event with a decisive victory is your own, music fans," said YouTube.
Nominations will be based on the most watched video during this year, and the winner will be determined by how often the video was watched and shared in social media.
The awards show will be held in New York on November 3, and broadcast live via the internet, with enlivened pop star like Lady Gaga, Eminem, Arcade Fire, and the artists and entertainers are successful thanks to the help of YouTube.
